Not so sure "active" is the right word, what I think he is getting at is "focus". If you somehow "force" a Rainmeter skin to have focus at all times, so it can detect and react to an arrow key, that will end your use of your computer other than that skin. If you use the HotKey plugin to redefine the global meaning of the arrow key(s), that will also pretty much cripple Windows.
Spot on. I was getting there too, but I assumed the OP was aware of the consequences, since he asked the question. I mean, given that the skin has also XInput measures, I suppose that one use case is to be used "remotely" aka from distance (in which cases the skin being the master of such inputs could be more or less desirable), I don't know...To add to what has been mentioned, if you disable those measures that the author took to only use the arrow keys when the skin has been clicked, any time you use the arrows, no matter where on windows you are, what window you have open, the skin will react to those keys. I don't think that's what you want.
