However, since the individual <winds> sections contain no time data, then in the case of there being only one or two groups, there really isn't any way to know which time period it/they would apply to, so I suspect they may have some other meaning, which I haven't been able to determine.Just from looking at the xml, it seems the <winds> section can contain zero or up to 3 <wind Index...> sections.
Comparing the data in those <wind index...> sections with the forecast, it appears that the data is divided into 3–8-hour segments; midnight to 8 am, 8 am to 4 pm, and 4 pm to midnight. The forecasted wind speeds and gusts appear to match those time frames.
But I may be assuming to much from only this one data source. You may need to obtain a few more samples and try to confirm the format is on 3-8-hour segments.
